Manteo, NC – Larry Philip “Phil” Scarborough passed away peacefully on October 30, 2024, in his Manteo home. Born in Wanchese on June 6, 1933, Phil lived a fulfilling life of 91 years, dedicated to God, his family, his country, and his community.

Phil was a proud veteran who served honorably with the United States Coast Guard, retiring as a lieutenant commander after a distinguished and varied career. Following his military service, he contributed significantly as a leading citizen of the Town of Manteo as a building inspector and through 14 years of dedicated service on the Town Planning Board. Phil was also a legendary innkeeper, warmly welcoming many guests to the Outer Banks and creating lasting memories for all who visited.

A man with deep community ties, Phil was a member of Manteo Lodge No. 521 AF & AM and Mt. Olivet United Methodist Church. Known for his wisdom and breadth of knowledge, he could usually be found tinkering on one of his many projects and reading the Bible.

Phil was preceded in death by his beloved daughter, Sarah Dee Wise; his parents, Magdalene Tillett Scarborough and Robert Edward Scarborough; and four siblings.

He is survived by his loving wife, Sally Alford Scarborough; his son, Fields Lee Scarborough Sr. and wife Rebecca; and his grandchildren, Fields Lee Scarborough Jr. and wife Savannah, Ruth Jane Stetson-Dobrosky and husband Matt, Stephen Stetson and wife Katelyn, and Travis Scarborough. Phil’s family legacy continues through his great-grandchildren, Messiah, Cora Mae, Declan, Athena, Alistair, Talia, Elli, and Finley. He is also remembered fondly by his brother-in-law, St. Clair Basnight Jr. and wife Bea, alongside numerous cousins, nieces, nephews, and extended family members.

A graveside funeral with military honors and Masonic rites will be held at 1 p.m. on Monday, November 4, 2024, at Manteo Cemetery with Rev. Lee Wise officiating. Phil’s life was one of service, integrity, and faith, and he will be deeply missed by all who knew him.
