On Thursday, July 6, 2023, the Dare County Planning Board forwarded a cluster home group development project to the county commissioners for consideration.

The planning board found the proposed special use permit conditions “reasonable and appropriate.”

The application was submitted by W. David Stowe from Buxton for a 1.58-acre vacant property off Old Main Road in Avon. The property is zoned R2-A, which when the application was submitted on May 17 permitted cluster housing as a special use.

On May 17, Dare’s commissioners at a 5 p.m. meeting removed cluster housing from the R2-A zone. Dare’s zoning ordinance has a provision for an applicant to choose which version of the development regulation to apply to the project.

Stowe chose the original cluster housing ordinance.

The project calls for seven two-bedroom houses of 900 square feet separated by 24 feet, meeting the ordinance requirements.

Permitted lot coverage is 30%. The project squeaks in at 29.93%.

A paved 20-foot road runs along the north side of the project. The right-of-way is 30 feet.

Wastewater will be handled by seven individual septic systems, which will require permits from Dare County Environmental Health.

Stowe is required to obtain two state permits: erosion and sediment control and stormwater management. The proposal shows a series of basins and swales to handle stormwater on site.

As to parking, project shows two spaces as required by ordinance. Planning board chairman John Finelli suggested that Stowe consider provisions for guest parking.

Project engineer Mark Bissell with Bissell Professional Group responded that a graveled pull-off may be possible.

The proposed project is expected to be on the August 1, 2023 Dare County Board of Commissioners agenda.
