Cluster housing development proposed for Manns Harbor

An application for a special use permit to build a cluster housing development in Manns Harbor has been filed and is on the Dare County Planning Board’s published agenda for Tuesday, May 2, 2023.
The application was filed by Anchor Commercial LLC, with a Toano, Va., address.
The proposal calls for a dozen two-story frame houses on pilings off Shipyard Road.
By combining lots, the development will have about 3.19 acres of land. On one side of the entrance road, five houses are set apart by 30 feet; on the other side, seven houses have 44 feet of separation.
Two EZ Treat systems will be used, one for the five houses and one for the seven houses.
Amenities include a playground, a boat/trailer/RV parking yard and boat ramp. Each the houses are 1,200 square feet with three bedrooms and four parking spaces.
At their meeting April 4, the Dare County Planning Board members voted to recommend the rescinding of the cluster home development ordinance in Wanchese, Manns Harbor and Stumpy Point.
At the time, the Dare County planning director warned folks that the process of withdrawing the ordinance would take 60 to 90 days.
Also on the May 2 agenda is a continued discussion on revisions to the cluster home ordinance.
