Dare Planning Board forwards two special uses to commissioners

In a quick Jan. 3, 2023, meeting, the Dare County Planning Board declared the conditions on two special use permits “reasonable and appropriate.”

The permit requests go to the Dare County Board of Commissioners for approval.

The first item reviewed by the Planning Board was a request submitted by John Canning of High and Dry LLC. The request is for a group development for storage warehouses.

The property is accessed off NC 12 in Buxton opposite the Sandbar & Grille. The property currently has a 1,500-square foot metal building. Vacant land is used for storing boats, trailers and recreational vehicles.

Canning proposes to add 4,263 square feet to this existing structure and build another smaller, 939-square foot structure. High and Dry will offer units 10 by 10 feet or 10 by 25 feet with some climate-controlled and other non-climate controlled in the larger structure and all non-climate controlled in the small structure. Total units will be about 20.

The draft special use permit details these conditions:

– Buildings separated by 20 feet.

– Improve the 20-foot easement access maintained at 20 feet in width the entire length, using a dust-free surface capable of supporting emergency vehicles.

– Building permits must be pulled within 36 months of the approval by Dare’s commissioners.

– Lighting improvements must be adjusted and/or shielded to prevent glare on adjacent rights-of-way and adjoining properties.

– Staging of equipment or materials along NC 12 is not permitted.

– Parking for storage units must be immediately adjacent to the storage buildings.

– Units cannot be occupied for residential or commercial purposes. No recreational vehicles, travel trailers or campers stored on site shall be occupied or used for habitation while being stored.

Access is 6 a.m. to 10 p.m. daily.

Before submitting to the commissioners, a gate entrance must be shown on the site plan along with a repositioned dumpster location.

This special use permit request will come before Dare’s Board of Commissioners on March 6.

The second request for a special use permit is for a pet crematorium as an accessory use to the Ocean Sands K9 Resort at 208 Williams Drive in Colington. A text amendment permitting a pet crematory in the R-2B zone was approved by the Board of Commissioners on Nov. 7, 2022.

The applicant is Pam Anderson. Conditions include a 200-foot setback from residential dwellings; incinerator contained inside a building; a licensed/certified crematory operator must be on staff; crematory services are only for domesticated animal; and use shall comply with all federal, state and local laws and rules.

The hours of operation for the facility are 8 a.m. to 5 p.m. as needed.

This special use permit request will come before Dare’s Board of Commissioners Feb. 7, 2023.
