Interim Superintendent Steve Blackstock reported on the district’s accountability results at the Sept. 13, 2022 Dare County Board of Education meeting.

“Each school has areas to celebrate and opportunities for continuous improvement,” wrote Blackstock.
He declared that schools in the system are “closing the COVID achievement gap” and “on track to return to pre-pandemic levels by the end of the school year.”

Catherine Truitt, state superintendent of public instruction, said in a Department of Public Instruction press release about the accountability information that “last year’s accountability results are really a testament to the resilience, dedication and commitment of thousands of educators across the state,”

School accountability growth is calculated using results of all test scores from end-of-grade, English II end-of-course, NC Math I end-of-course, NC Math 3 end-of-course and end of grade for 8th graders taking Math I. School accountability growth is calculated using a value-added modeling tool. This year school accountability growth was compared with 2018-19 results as no growth results were reported for 2020-21, states the state’s analysis of the accountability reports.

In Dare County, five schools exceeded expected growth: Cape Hatteras Elementary, First Flight Middle, Kitty Hawk Elementary, Manteo Middle and Nags Head Elementary. Across the state, 736 schools exceeded growth, or 28.8%.

Four Dare County Schools met expected growth: Cape Hatteras Secondary, First Flight High, Manteo Elementary and Manteo High. Statewide, 1,043 of 2,557 public schools met growth expectations, or 40.8%.

First Flight Elementary did not met growth expectations. Statewide, 778 schools did not meet growth, or 30.4%.

School performance letter grades are also earned by all public schools. The letter grades are based on a 15-point scale: A=85-100, B=70-84; C=55-69, D=40-54, F=39 or less.

The letter grades are based 80% on tests scores and 20% on growth.

The following schools earned Bs: First Flight Middle with a 77 performance score, First Flight High at 76, Kitty Hawk Elementary at 75 and Manteo High at 74.

The following schools earned Cs: Nags Head Elementary with 65, Cape Hatteras Secondary with 61, Manteo Middle with 61 and Cape Hatteras Elementary with 58.

Manteo Elementary earned a D with a performance score of 51. Some 439 elementary schools statewide earned a D out of 1,267 schools, or 34.6%.

First Flight Middle is one of 89 middle schools statewide to earn a B. Twice, Blackstock acknowledged the school’s achievement during the board meeting on Sept. 13.

First Flight High and Manteo High are two of 160 high schools statewide to earn Bs. Statewide, total high schools number 634.

Kitty Hawk Elementary is one of 197 schools of 1,267 elementary schools statewide to earn a B.
