Dare County’s Planning Board has recommended to the county’s Board of Commissioners a text amendment for a pet crematorium in the R-2B zone, which is mapped in portions of Colington.

The Planning Board also deemed the conditions reasonable and appropriate in a special use permit for a child care facility in the Manteo Faith Baptist Church, located at 1037 Burnside Road in Manteo. The property is zoned RS-8, which permits child care facilities as an accessory use of an existing church.

The Planning Board meeting was held Sept. 12 with all board members present.

Pam Anderson submitted the request for the text amendment to permit a pet crematorium. For 10 years, Anderson has operated a pet grooming and kennel facility at 208 Williams Drive in Colington. The property has 4.9 acres with 2.5 acres of wetlands.

She told the board that no pet crematoriums are located in Dare County; the closest ones are in Elizabeth City and another one in Virginia.

The incinerator requires a 10’ by 10’ building. The state’s Division of Air Quality has told Anderson that the incinerator that she will use does not require an air quality certification.

As recommended, the conditions for issuing a special use permit for a pet crematorium are: the crematorium is a minimum of 200 feet from a residential dwelling; the incinerator is inside a building; a licensed/certified crematory operator shall be on staff; services shall be limited to domesticated animals, livestock shall not be permitted; and all applicable local, state and federal laws and rules have been met and all applicable licenses and permits are obtained and copies provided to the Dare County Planning Department.

For this request, on Oct. 5, the Board of Commissioners will be asked to set a public hearing for Nov. 7.

The Planning Board has forwarded to the commissioners a special use permit application requesting a child care facility at Manteo Faith Baptist Church.

Applicant Elizabeth Shifflet is proposing to operate four days per week – Monday through Thursday – for no more than four hours per day.

Conditions deemed reasonable and appropriate included operating in the fellowship hall and the fenced area adjacent to the church for all outside activities; inspections by the planning department and Dare County fire marshal shall be allowed; deviations from permit must be approved with minor modifications approved by the planning director; a permit violation is deemed a violation of the county’s zoning code with the special use permit subject to revocation.

Approving this special use permit will be considered at the Oct. 5 Board of Commissioners meeting that starts at 9 a.m.

At the beginning of the meeting, homeowners from Willett Tillett Road on Roanoke Island complained about a modular house being erected on the corner lot at U.S. Highway 64/264, voicing concern about losing value on their homes. According to the North Carolina Department of Insurance, the stick-built modular home was built to North Carolina Building Code standards. Thus, the county issued a building permit.
