Additional positions, operating fund increases in proposed Dare budget

For the Dare County fiscal year 2023 budget, county manager Robert L. Outten recommends the following new positions:

Emergency Medical Services: three EMT intermediates, two EMT paramedics and three EMT lieutenants, $696,932.

Communications: three telecommunicators to reduce overtime and allow staff to use leave, $184,041.

Facilities Maintenance: technician, $61,169.

Grounds maintenance: crew leader, $68,643.

Transportation: driver

Health Department: new overdose response coordinator and new substance abuse probation officer; the dental van program is returning.

Finance: specialist for financial reporting 40% and risk management 60%.

Several departments received increases in operating funding:

Sheriff’s Office: $122,500.

College of The Albemarle: $95,568 for operating costs in the new 37,000 square foot building. The county’s college guarantee scholarship continues with $250,000 allocation.

Detention Center: $87,800 for operating cost increase. “Starting and minimum detention officer salaries are adjusted with no budget cost increase” due to staff vacancies.

In other budget moves, the proposed budget calls for:

Non-Departmental: $32,296 for the county’s share of retiree health benefits for former Albemarle Mental Health Center.

Public Works: $80,010 for stormwater retention pond management at county facilities.

Recycling: $275,000 for private contractor for the annual large item pickup.
