Dare County Board of Education has adopted a five-year capital improvement plan.

The total bill spread over five years is $9,105,000.

The plan, approved March 8, will be forwarded to the Dare County Board of Commissioners.

For fiscal year 2023, the total requested is $1.79 million allocated to the following projects:

Kitty Hawk Elementary: Air handler unit replacement $200,000

First Flight High: Cooling tower replacement $350,000; chiller compressor overhaul $200,000

First Flight Middle: Air handler unit replacement $150,000

Cape Hatteras Secondary: Flooring $200,000; air handler unit replacement, gym $450,000

District: HVAC controls hardware $60,000 and FY 2024 $60,000

District: Playground equipment $180,000 and FY 2024 $180,000

For fiscal year 2024, the total requested is $1.86 million allocated to the following projects:

First Flight High: Roof replacement $600,000 and FY 2025 $450,000

First Flight Elementary: Air handler unit replacement $110,000 and FY 2025 $125,000

Manteo High School: Chiller replacements (3) $610,000 and FY 2025 $180,000

Cape Hatteras Secondary: Kitchen renovations $300,000

The Dare school board also adopted a policy change and regulation for those using the system’s facilities for events with fees to enter.

As adopted, the Policy Code: 5035 Use of School Facilities, now states: “Users of facilities are solely responsible for collecting and remitting any and all applicable sales and use taxes to the North Carolina Department of Revenue.” The policy also says the Board of Education assumes no obligation or transfer of liability on admissions that the facility user did not collect or send to the state.

At the end of the March 8 meeting, the school board approved a roof replacement project for Cape Hatteras Secondary, an already identified project due to heavy leaks. A flat roof section was damaged during Hurricane Dorian but not enough to qualify for replacement.

Baker Roofing from Virginia Beach, Va. submitted a bid of $151,000 with an additional material contingency of $7,000 to $13,000. The project involves replacing almost 7,000 square feet over the sixth grade classroom and 1,800 square feet over lower connecting hallways.
