Over the years, she pursued various educational opportunities, learned all aspects of the operation and was promoted to the position of solid waste superintendent in 2017. She began serving as director of the Dare County Public Works Department in October 2018.

Fullmer strives for the department to provide consistent, reliable services to year-round residents and visitors. In 2021, the Public Works Department collected just under 27,000 tons of trash in unincorporated Dare County and the Town of Kitty Hawk.

According to her colleagues, Fullmer has “proven herself to be more than capable by exhibiting a can-do attitude and working daily to make the Public Works Department run more efficiently.”
