To the Editor:

Now that we are into the budget process and I see Dare County has sand replenishment in the budget, I wonder if the state law has been changed??

The way I understood it is that a county, city, town had to have PUBLIC beach access in order to receive funds. I am wondering has Duck resolved their issue about PUBLIC access to their beaches and if not, are they eligible for funding??
