The Town of Kill Devil Hills is working on four capital projects under the direction of Steve Albright, public services director.

The 55-year old, 200,000-gallon elevated water tank that sits behind the KDH Fire Station is being replaced by a 400,000-gallon pedesphere-style elevated tank. The replacement project started January of this year by Landmark Structures Inc. The approximated substantial completion date is March 4, 2020. The foundation is complete. Preparation and painting have begun and weld inspections took place throughout the week. The total cost of the project is $2,855,000.

2019/20 street projects are in the works around KDH. According to town staff, “This project will provide payment overlay for roads rate as in ‘poor’ condition, along with storm drainage improvements.” Streets currently under renovations include W. Hayman Blvd., Town Hall Dr., Sixth Ave. and Plymouth St.

Barnhill Contracting Company started working on the road repairs in September of this year. The finish date is set for spring of 2020. Sixth Ave. drainage work has been completed; W. Hayman Blvd. drainage work has begun. This week, driveway construction will start on Sixth Ave. and storm drainage work will continue on W. Hayman Blvd.

The Public Works Complex is in its final phase of completion. This year-long project is estimated to be finished by March 11, 2020. A. R. Chesson Construction Company, Inc. has been working on converting the former Fleet Maintenance Garage into a Solid Waste vehicle and equipment storage facility. The Animal Control Facility is also being renovated.

This $2,470,190 project will include updates to the Animal Control Facility including new kennel walls and a new administration building foundation footer. Expansion of the Solid Waste facility will take place during the week.

KDH is waiting for authorization from NCDOT to put a new project out for bids. The town is looking to “relocate the existing 8-inch water main from under Colington Road to the south side of Colington Road, in advance of upcoming NCDOT Colington Road Improvement project. The relocation starts from the Colington/Bermuda Bay intersection eastward along Colington Road, then down Park Drive and W. Aviation Avenue. This project will be funded by NCDOT.”

Early estimates of the project have come in around $600,000. “NCDEQ/Public Water Supply Section and NCDOT have reviewed and approved the plans for construction,” said town staff.
