Mrs. Outten was born in Shamokin, Pennsylvania on August 7, 1931, to the late James and Mary Donahue O’Connor. She was married to John Winston Outten, who preceded her in death.

She shared her passion with her grandchildren, holding art contests that she managed to make each child a winner of the one-dollar grand prize. She was loved by all that knew her. She lived her last years at nursing facilities in Tarboro and Nags Head, North Carolina, where she endeared herself to the staff who cared for her with kindness and compassion and they became a part of her family as well.
