Commissioners approve text amendment, special use permit

On Nov. 4, 2024, Dare County commissioners approved two planning matters.
A text amendment was the first item. Submitted by Karen Spencer and Spencer McGill, the text amendment was to add Automotive Service and Repair to the list of uses within the Wanchese Wharf Marine Commercial Zoning District, MC-1. The property is located at 157 Beverly Drive in Wanchese.
The planning staff found that the proposed text amendment would be of similar intensity as existing businesses within the MC-1 district, and would be in keeping with the scope and intent of the MC-1 district.
The county’s Planning Board heard the case Oct. 1, 2024. People in attendance spoke “overwhelmingly in favor” of the text amendment. The applicant submitted a petition with 34 signatures in favor of the proposal.
Commissioner Ervin Bateman made the motion for approval with a second from commissioner Danny Couch. The draft amendments and a statement of consistency and reasonableness were approved unanimously.
On the second matter, a request for a special use permit for a warehouse, attorneys and clients huddled separately during the time leading up to the matter being called. The back-and-forth exchange resulted in amendments to the proposed permit requested by Dale Petty and Annah Petty of Surf or Sound Realty for 40177 Westerly Lane in Avon.
The amendments addressed a visual buffer of a fence and planting evergreen trees. Exterior lighting is to be activated by switch. No employee lunch area is permitted in the northeast corner. A motion to approve the permit with amendments was adopted unanimously.
