Dare County pursuing Roanoke Island land purchase

Dare County is pursuing purchase of 5.8 acres of land on Roanoke Island.

The vacant land is accessed from Francis Drake Street and Bernice Avenue.

County manager Robert L. Outten brought up the purchase possibility at the Jan. 3, 2023 Board of Commissioners meeting.

The land – outside the Town of Manteo – is zoned R-2, a medium density residential zone under the Dare County zoning ordinance. Multi-family structures are permitted as special uses at a density of six dwelling units per acre.

A completed wetlands survey will be sent to the U.S. Army Corps of Engineers for regulatory approval.

In other matters on the Jan. 3, 2023 consent agenda, Dare commissioners:

—Approved a Baldwin Aviation Safety Management System four-year contract. The contract implements a new software and safety monitoring program for Dare MedFlight. The Federal Aviation Administration will require all helicopter ambulance agencies to implement a Safety Management System program in the future and Dare Emergency Medical Services “is taking proactive measures to implement this program prior to it being mandated,” states the agenda item. The fee is $5,490 per year.

—Approved mutual aid agreements to facilitate use of Dare County fuel pumps at 1018 Driftwood Drive in Manteo with Roanoke Island, Stumpy Point and Manns Harbor volunteer fire departments, Dare County Board of Education, Dare ABC Board and the Town of Manteo. The agreement calls for charging the county’s wholesale price net refundable taxes, if any, plus $0.0164 per gallon for maintenance and administration. This charge will be updated annually.

Dare County commissioners made the following appointments:

—Stumpy Point Community Center Board: reappointed for three-year terms Johnny Midgett, Tammi Perry-Inscore, Naomi Midgett and Jeff Griffith.

—East Albemarle Regional Library Board: appointed Mary Lou Hoffert

—Older Adult Services Advisory Council: appointed Don Berg to complete a term and Beulah Ashby to a full four-year term.

—Dare County Commission for Working Watermen: reappointed Jaimie Reibel, charter boat captain; Joe Wilson, commercial fisherman; Dewey Hemilright, commercial fisherman; Steve House, commissioner representative and chairman.

—Airport Authority: appointed James R. Kenny to fill out a term.

On Jan. 3, 2023, the commissioners held a closed session and gave instructions to the county attorney regarding an opioid settlement.

The commissioners adjourned the meeting to Jan. 18, 2023 at 6 p.m., convening at the Rodanthe-Waves-Salvo Community Building at 23646 NC 12 in Rodanthe. The meeting topics are erosion and beach nourishment. The public is invited.
