Kill Devil Hills awards bid for road and drainage project

At their September 12 meeting, Kill Devil Hills commissioners awarded a $2.3 million project to Fred Smith Company that includes drainage, pavement and/or sidewalks on N. Croatan from Third Street to Durham, W. Durham Street, and W. Fifth Street, totaling about 0.58 miles.

On N. Croatan from Third Street to Durham, the work will include drainage upgrades, water main replacements, sidewalk restoration and associated driveway work. The work on W. Durham Street will be drainage upgrades, water main replacement, paving and associated driveway work. Fifth Street will see a sidewalk extension adjacent to the Truist site. The

Commissioners took the recommendation of public services director Steve Albright and agreed to reject the bids on the Seminole-Indian-Apache Project based on lack of funding availability. A memo for the project from town manager Deborah Diaz said, “Mr. Albright noted that the bids, with the exception of the Engineer’s estimate, were tightly grouped and reflect the current market value for this work … Materials availability seems to be a concern that could have impacts compressing the work schedule and in effect driving prices higher.”

The town plans to rebid the project next fiscal year – 2023-24 – earlier in the year in hopes that material costs will stabilize, as well as to have time to pursue grant funding.

Next, commissioners approved an updated Shore Protection Project Beach Maintenance Plan, which is required for the town to be eligible to participate in the FEMA Public Assistance program and to receive federal aid in a presidentially declared disaster.
