Dare commissioners take up records retention, appointments to three boards

In mid-November, the Dare County Board of Commissioners adopted a five-item consent agenda.
The first approved items were the 2021 General Records Schedule for Local Governments and 2021 Program Records Schedule for Local Government Agencies. The two documents spell out retention and disposition of government documents in 293 pages.
County manager Robert L. Outten presented the request.
The North Carolina Department of Cultural Resources is the state agency charged with preparing these official schedules.
The 2021 program schedule is new, combining county and municipal schedules last updated in 2013 and 2012, respectively.
Though the new schedule contains a standard for law enforcement, the item description in the agenda book reports the county sheriff’s office should continue to use its specific standalone schedule. The same applies to the tax record standard.
The next item is a three-party encroachment agreement for extending a water line for the Hatteras Marlin Club. In the document, NCDOT, Dare County and the club agree about the encroachment on NCDOT right-of-way in order to extend a Dare County waterline to the Marlin Club.
Next, the commissioners approved adding a respirator fit testing service for 20 individuals at $50 each. Fees cover the cost of machine calibration service and the supplies need to perform fit testing. The fit test checks whether a respirator properly fits the face of someone who wears it. The OSHA respirator standard requires respirators to protect employees from breathing contaminated air and/or oxygen-deficient air where engineered controls are not feasible. Fit testing is required before an employee can be required to wear a respirator.
The consent agenda also included approval of minutes from the November 1, 2021 commissioners meeting and of the October 2021 tax collector’s report.
The commissioners dealt with appointments for three boards:
– Planning Board for unincorporated Dare County: appointed John DeBoy to replace Michael Barr, who resigned in September. DeBoy will serve until February 2023.
– Board of Equalization and Review: Reappointed are Nelson V. “Skip” Jones, Jonathan Waddill, Jeffrey Scott, Terry Gore and Charles Evans.
– Special Motor Vehicle Valuation Review Board: Reappointed are Danny Couch, Dock Sawyer and David Light.
