Due to an increased volume of paperwork and a recent vacancy at the Dare County Magistrate’s Office, retired magistrate Philip Ruckle, left, was sworn in Monday as a temporary, part time clerk by Dare County Clerk of Superior Court Dean Tolson. It is one of the few times, if not the only time, a North Carolina magistrate has been called back to active duty out of retirement.
